What's your basis for this statement? Seems a little weird that you would be responsible for something is currently stolen from you.

What is my possible recourse here since, for all intents and purposes, the cat I owe 100% has been stolen from me. Can I file a police report, or even have one escort me onto the property where my cat lives so I can get her back?

You will make a crime report and hopefully the police will use resources to help you get your cat back. If that for some reason doesn't solve the problem, I would consult a lawyer.
