Finnish Language Course

Hi all,
I need information regarding the language course organized by the Te Palvelut. I am living in Kokkola. Since 3.1 years I have been staying in Finland and I have residence permit A for four years. Now, I am unemployed and want to apply for the Finnnish language course organized by the Te Palvelut. After Googling it alot, I found that I am ineligible to get an integration plan. Can I still go to the finnish language course? If yes, than approximately how long have I to wait? Any reply will be highly appreciated

You can take any course you want, you only need to pay a small fee for it. You can search the courses here: http://www.finnishcourses.fi/en
