I will be moving to Finland in two months, and I have been doing research for phone plans and I had a few questions.
1. Is it true that many phone companies require a deposit (around 500 euros)? I have my own cell phone and am just looking for a basic monthly plan with a sim card to use in Finland.
2. Are there any phone plans that offer international calls? My french phone plan allows me to call my family in the US at no extra charge. It also lets me use my phone in other European countries at a cost. Are there any phone plans similar to this in Finland? I haven't been able to find anything on this.
3. what companies would you recommend to foreigners who don't speak Finnish (but plan to) and have the best deals (without the expensive deposit)?

ad 1: Yes, I think it ranged between 500 and 700 Euro depending on company unless you have been in the country for a minimum of two years. At least they would take the monthly payments out of the deposit until it's used up.
ad 2: That seems like a rather generous phone plan. In general contracts are not that cheap in Finland, but I'm not sure if one exists that covers calls outside of Finland, and especially outside the EU. Maybe somebody more knowledgeable than me will answer. You can also just check the websites of the phone operators.
ad 3: There are not that many to choose from: Sonera, DNA, Elisa (Saunalahti). As far as I know they all want a deposit. All of them should have some shop assistants that speak English rather well.
My advice: buy a prepaid SIM-card, and skype with your relatives.

Just buy prepaid. You can have unlimited internet with decent speed for 14 euros per month.

edit2. I watch maybe an hour of youtube with mobile every evening, that adds up to over 2 gigs/day. Just to give some insight if one needs the unlimited internet.

At least its for sure kinda cheap in Finland! Here in Switzerland you'd pay a lot, lot more
