As per the rules people have to be reasonably quiet from 22:00 to 07:00. Reasonably in the sense that you are still allowed to live normally, you can walk around, use the facilities, watch tv, if all of this happens at a normal noise level, and children are also more or less excempt from the rule.
But what noises do you hear? Moaning and soft banging of the bed? That's just normal. Loud animalistic cries, rustling of chains, sounds of whipping? You can try to report it to the police and/or housing company.
But beware, you might start a war, and the neighbors could easily complain about you, true and not quite so true things.
