For the first time this year it seems that the online tax return is also in english! And even the explanations of the basics of filling in the form are in english as well.
You still get the notification through the post in Finnish but if you go online to confirm the details/add travel expenses then you can do everything else in english.

The first time I filled the online tax pages was in 2011. It was in English. It was also in English every single year after that. The fields, the explanation, everything.
So, yeah. It has been in English for at least 5 years. I'm not sure if it's even older than that.

Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

tax card is where you predict your income for the COMING year so that the tax deducted will be roughly similar to what you have to pay (otherwise the following year you get a bill for the extra/refund of the excess you paid).
tax return is when you confirm your income/expenses for the PREVIOUS year,so that the final tax amount can be calculated. It's where you can claim for work done on your house the year before, travelling to/from work etc. If your tax affairs are not complicated then you might not enter any extra details here at all (since the tax authority knows your salary income, bank account interest, share dealings etc).
