Help with terms of purchasing an apartment

I am purchasing an apartment in Helsinki but the terms are a bit confusing regarding the liabilities that come with the purchase and other costs. I am posting this because most of the posts here seem to be about loan rates. So please, I do not need help with the loan or others just with how to spot an apartment with good terms. I have seen many have liabilities of past loans the building company took out, reparations and others; how do these affect me? and how will these affect my ability to sell the apartment in the future?
