it depends on what "the decent average priced" is. It can be everywhere or it does not exist.

Last winter when I was in Oulu I asked around for a 10€ haircut barber shop and the people there did not know what that was.

Cheapest I've been to cost me 15€. It's situated at aleksanderintaku near a junction involving pakkahuoneenkatu. Other cheaper options are to have it done by students. It will cost 17€. I wanna know myself cheaper places with rates going below 15€.
