One of my acquaintances lives in Italy and has a permanent residence permit in Italy. As he can stay in Finland for 3 months with his Italian permanent residence permit, he wants to try some luck. He wants to move to Finland to work as a production worker or greenhouse worker or he is even ready to work as a cleaner or construction worker or such.
1. Will he be able to work in Finland with his Italian permanent residence permit? If yes, how will the process go?
2. If not, will he need to apply for a new residence permit in Finland or from Italy if he can manage to get a job?

I have a similar question but it's not the same.
I called to migrations and they told me to call the tax-office but they never answer, so I guess the next step will be going to the office and wait
But, in case someone knows, I also have Italian citizenship and I just arrived less than a month ago. I know that before the three months I have to go to migrations office, but I still don't have an employer to hire me and I didn't get accepted to TAMK university this year
I know EU citizens have the right to work here without a work permit but I'd like to work online as freelancer and I don't know if I should get the tax-card first (even if I just arrived) I read that I cannot get the tax card if I didn't get the social security number first, but I also read that someone said it's possible for EU citizens. The thing is I would like to start working online, and when I apply show that I am already working as freelancer, but I want to do it right, I need to know if I must get the tax-card or I don't have to (before the three months).
I've read a lot of info on Migri, Vero, etc. but I can't find this!
Any help from experiences would be useful!
