Applying to university while waiting for a residence permit in Finland

Hi,

I wanted to ask if it is possible to apply for a university program (Masters or Phd) while waiting for the residence permit based on family ties? My wife would be applying for a residence permit based on family ties in Finland and plans to stay here with me during the processing time. She would like to apply for some university program in Finland, but i am not sure what happens if she gets the admission. Will she need the residence permit to start her study, or can she do that while waiting for the residence permit?

Afaik the schools don't care if you have RP or not, so there should be no problem to start studies.

edit. then again, if she doesn't have A-permit then she will have to pay tuition. With A-permit she won't. 10-25k€ at university of Helsinki, so it might be reason to wait for a while.
