Hello,
My friend has applied for residence permit (family based) and she is waiting for the decision in Finland. Now she wants to study Finnish during the waiting time.
- can she start studying Finnish in some private language schools even before she receives RP? Is there any difficulty in application because she doesn’t have Finnish ID number yet?
- could you please suggest some schools/courses in Espoo/Helsinki areas where she can study without Finnish ID number?

Should just get a personal identity code and a municipality of residence from the local registration office. Family members do no have to wait for the RP to be approved.

With ID number at this time, will my friend also be supported with Kela in case she needs to go to doctors/hospitals like those who already have RP?

Access to doctors is not dependent on Kela registration. It's provided by the municipality of residence. Kela provides subsidies to medication though.

Yep, it's fine. They can study Finnish without rp or finnish id number. Based on experience.
http://www.finnishcourses.fi/ I enrolled here for course in helsinki. Now doing another course in Järvenpää.

I am a family member. I went to the local register and they informed me I need to get my personal identity code from migri.
How can I ask the local register to give me a personal identity number?
