I am here in finland on an eu family card. i would like to apply for a russia visit visa. what are the requirements for this and whether the russian consulate requires proof of income etc, bank statements, travel itinerary.

For visiting St. Petersburg from 1.10 you can use e-visa: https://electronic-visa.kdmid.ru/spb_home_en.html
Of course if your passport is in the list. Also entry with E-visa is not yet on Allegro trains.
If not there are two options:
* only for St. Petersburg you can use 72h visa free with St. Peter's Line cruise.
* apply for visa, the easy way is via a travel agency. It costs abour 70e and only you need is a picture.

if you apply for the visa by yourself directly from the embassy, the cost is like e30 if i remember right.

My country has zero ties with Russia and therefore we absolutely need a visa to go there. My question is regarding the travel agencies in St. Petersburg or elsewhere in Russia that issue these tour invitations for about 70 EUR. Has anyone bought one of these tour invitations before and applied for a russia visa using that invitation?

You can use an agency from Helsinki which does everything, you don't need to visit the embassy or anything like that. Just pay 70€ + 2 photos and of you go. Someone suggested to me that only holders of permanent residence permit (type O) qualify to apply in Helsinki for Russia
tourist visa. Other permit holders should apply from their own countries. Any truth to that ?

Absolutely not true.
All you need is to have a legal status in the country you are residing, meaning that you can't be with an expired residency permit or visa in Finland and apply to go to another country, Russia included. It will be viewed as if you are trying to go stay there .
I am Canadian and while visiting Paris, I applied for a visa for a 3rd party country and It was immediately given to me.
