How do you define which one is the best? You can look at bullying statistics by region, crime by region, there are a lot of open statistics on the internet if you look around, translating to Finnish helps you in finding things.
Realistically, the only way you will know is by visiting them and asking them questions. There is a lot of complacency in Finland, people think all of them are perfect, but it's only when you actually visit them and see the attitudes of the staff, their turnover rates, the attitude/behaviours of the children that you can determine the reality.
