I don´t run, but my husband does, no matter what weather. That is, untill proper snow comes, then he skis. It is not slippery now when there is no ice, and when snow comes, it is not slippery either. He has normal joggging shoes, no spikes. And sports underwear with longjohns. On top of those a lined jogging suit. Plus a thin cotton "pipo" (hat) and gloves. How do you manage in winter time to do running?
When it goes to -10° and lower he just adds a thick college sweater, and changes into woollen cap and thicker glowes. No matter how cold, he is sweaty when he comes back.
The indoor track at kupittaa is still there, just don't know how and when its available since I never use it. In anycase, with a little practice it doesn't matter if it's slippery outside
There are several walking/running paths around the town which you can conviniently check on here. Just zoom into where you live, and then in the "karttanäkymä" box change from "opaskartta" (guide map) --> to "ulkoilukartta" (outdoor recreation map) and all the available tracks in your area turn grey on the map.
