I think for construction its -15C. But last year during the cold snap we had to finish some stuff and it was -24C, you know teamwork, team spirit...........'? Fingers weren't of much use after a little while.

Perhaps it's not just temperature but time to, e.g. you can work for so many minutes in low temps before you have to be allowed to warm up somewhere.

Well, there isn't any. I mean in a law that is.
In construction/house building, the limits are depending on your latitude...

Helsingissä raja on –15 astetta, Jyväskylässä –20 ja Kuusamossa –25 astetta.

Now otherwise in some professions you get a supplement for work conditions...

Elintarviketeollisuudessa maksetaan pakkasvarastolisää, jos varaston lämpötila on alle –18 astetta. Energia-alalla mm. maksetaan puolestaan lämpölisää, jos sisätilojen lämpö ylittää +37 astetta, tai kolminkertaista lämpölisää, mikäli höyryvoimalaitosten sisätiloissa työskenneltäessä lämpötila on vähintään +70 astetta.

But say you're a janitor, its -35, need to go sweep them puddles.
