A private person residing permanently in some
other state than Finland may temporarily import
a vehicle into Finland free of car tax for his
own need as a so-called tourist car (see section
1.4 "Use of foreign-registered vehicles for business
purposes") and use it in Finland on the
following conditions:
The vehicle is registered outside Finland,
and the registration is valid.
The vehicle is allowed to be used for not
longer than six months, continuously or
interruptedly, during a period of twelve
months.
The use of the car is not connected with
purchasing the vehicle to Finland.

If you think you've got a case, then take it to the European Commission. All you have to do is file a simple complaint form which describes your position. It costs nothing and you don't need to appear in court as plaintiff (the EC acts as plaintiff on your anonymous behalf). so : u need to own the car at least for 6 month and u need to be out of finland for at least 2 years! thats the only way to have car as tax free!! or if u dont have this condition! u need then to pay 30% taxation!!
