Can't say whether DSF in Germany is pay-per-view. Might be, might not be. But you could always go to the pub.
Spain was quite difficult... Digital+ isn't showing it... and at least on their site, which SEEMED to have all channels including TVE channels.. it didn't surface. But I didn't look that hard... However, most ex-pat forums in Spain are advising people to go to the nearest Irish pub, which makes it sound as though it's a satellite job...
A better question might be: How many European countries will be carrying the FA Cup Final live on a free-to-air no-commercials public broadcaster?

No idea which are PPV... they list YLE2 as conax, which I suppose you need the card, but I don't think you need a subscription do you?
