S/he wants to study music. I think that language is universal. And to get into a conservatory you need to know how to PLAY to a certain extent. They don´t speak, they play.How do you think to pass the entrance test (in Finnish) if you still need 3 or 6 months of Finnish study ?

Those studies contain also music theory and knowledge about music history and composers etc.They don´t speak, they play.
That still requires language.

Of course they speak, see point number four at Turku Conservatory's entrance exam.
