How do you think to pass the entrance test (in Finnish) if you still need 3 or 6 months of Finnish study ?
S/he wants to study music. I think that language is universal. And to get into a conservatory you need to know how to PLAY to a certain extent. They don´t speak, they play.

They don´t speak, they play.
Those studies contain also music theory and knowledge about music history and composers etc.
That still requires language.

Of course they speak, see point number four at Turku Conservatory's entrance exam. Also reading and writing should be at some level... not to mention playing an instrument or singing or dancing...
