Thank you for all the advices.
To be honest, suspending my next payment seems to be the most tempting option. I don't think they'll go straitgh to Intrum.. Good greif, they can't even be bothered to just dial my number and say "your current speed according to contract is such and such" so I don't believe they'l jump straight to Intrum after a delay of 12eur.. They probably will start with a "friendly reminder" and that's when I'll offer them a simple solution - get the damn thing done.
I wouldn't say I'm paying full price for half the speed at this point. No, I'm paying price of 1MB speed for 1MB speed and I WANT TO UPGRADE. And they gave me a time frame. And based on that I oerdered a subsciption and paying for it. But they *didn't keep they word". Thus I'm losing my money, not from their side bu as direct result of their failur to keep their own word...
As for other ISPs.. I'm in Finland less than half of time so I don't want to pay 30 or more eur for internet just to be able to watch some TV (20eur tv subscription) during th time that i AM in Finland.. I went to Vertaa and made search among "over 1MB" speeds. Results: either too expensive or too high speed (and also expensive) or unavailable in my area.

Can u please tell me, getting services simply SAME WAY the service providers say they will do it - is it same problem in other countries?

Well, how much are you currently paying for that 1mb? I've been using sonera´s 3g "up to" 1mb for 2 months, and the service has been reliable and with good speed for 19 euros. And if you have a laptop you are not stuck to that adsl modem at home.
(edit - ok, so you're paying 12eu. Maybe another 7eu/mo isn't such a big deal considering the problems you have with the current isp...)

when i went standby yesterday.... my dna mokkula went dead... called dna operator.. says it's the usual in standby case or power supply dysfunction case..... ok used another usb port... after one hour, again..... "the device is disconnected or is unavailable" message. uninstilled the "mobile partner" .... reinstalled it.... it's working at the moment... let's see

oziS, no, additional 9eur isn't big deal... Could u please give me the precise "name" of the connection so I would know what to look for on their site or ask about on the phone.. And I hope availability in my area won't be a prob.

And that's exactly what I'm trying to get from them - get the heck over here and deal with it.. They don't have to move their @ss out of their seat to disconnect you.
So you can just tell them you don't need their services any longer (mind the notice period) and stop paying them.
If you have such problems with them, I suggest you send them both an e-mail in which you tell them to stop your subscription AND a registered letter for which they have to sign at reception. Then they can never claim they didn't get your message.

Update: Internet Frustration. Speed upgraded but not working
Ok, I clled them yesterday again and they sid they just came bck from my building's basement where they hd installed 4M HomePNA connection thingy but cuz I wasn't home they couldn't test the outcome.
However, my laptop isn't showing any changes of the speed. I did several broadband tests, and just in case unplugged the (wireless) modem for severl hours, then plugged it back, did ip release, ip renew and all that stuff, and brodband tests are still showing under 1M.
So, now what. Is there a way tfor me o "launch" the new connection or do I need to kick them around again?

It's the sonera 3g mobile internet 1mb (max, may be less depending on location, throttling...). You get a usb stick with a sim card for no charge, but have to sign a contract for one or two years. By the way, has anyone worked out a typical download speed if you are on a 384kb/s plan, vs 1mb/s?
For exmaple, i was trying the 384kb/s and a bittorrent and it was dling at only 34kb/s or so, is that normal? :S man it feels really slow compared to 1mb/s connection
