As the blue card is aimed at the people who will be earning "enough", the main benefit for them is that they can hop to other EU country and work there, whereas people with permanent RP need to get RP at the next country. So unless the person applying for the new blue card is a CEO or a genius then its not going to help.

There is a probability that some EU country will allow such possibility, but seems there is no such country now (and will no be in future).
So currently the rules are the same - Blue Card owner from country A must apply for a local residence permit (or Blue Card if salary is good enough) to be able to move to country B.

But you did too give wrong information: BC holder needs to apply for new BC, not RP. And I'm sure someone with more time in hand can prove that I didn't understand the directive.

For local RP it is possible to apply even without any RP/BC, and living somewhere outside of EU/EEA.
"The second Member State may decide, in accordance with national law, not to allow the applicant to work until the positive decision on the application has been taken by its competent authority" - as I understand general laws, it should be explicitly allowed to work without positive decision, as by default - it is prohibited.
So as BC owner is residing in his current country - he can apply for RP of other EU country and wait for a similar "positive decision", not for BC but for RP.

I have read that in Bulgaria it is about 540 euro per month (as average salary is about 360 euro per month).

http://www.finlex.fi/fi/laki/alkup/2011/20111338 - I do not see here that non-Finnish BlueCard owner will be able to work in Finland without "positive decision" on Finnish BlueCard.
