Who select the specialist for such judgement ?

When you're appealing a decision of the city counsel, you can bring your own witnesses.
The city/developers will bring theirs.
It is up to the judge to weight the different opinions.

In an appeal case you should present good arguments (proof, experts and so on). Just stating "I don't like it" has little impact.

I did not find yet any documents for this cases. Seems there is hole in Finish developer regulation .( may be nobody expected such problem early and the developer is using this law weakness )

However, that document is from 9 years ago. I have no idea what the current situation is. (The website of the City of Helsinki gives the impression things are still at planning stage but the thought has not been abandoned.)

"Living in a houseboat was still pos- sible for 30–50 years ago in some areas in Helsinki, e.g. the Firewood Quay in Northern Harbour and the museum area of Suomenlinna fortification. Nowadays living in a houseboat is not allowed. Seems there is strong opposition in Helsinki for such plans.
may be they( politicians or developers) want to try create precedent in some small city( as Ylojarvi) then to use it for promotion in Helsinki.?
I see historical and economical reasons for such floating houses in Amsterdam , Stockholm , Dubai and may be even in Helsinki .( all of them are sea(river)port capitals .)
But Ylojarvi is small city( a lot of space) and they want build floating houses on small(2kmx0.5km) Lake!

we had a somewhat similar situation close to our summer cottage a couple if years ago. some local company ( in Mikkeli ) wanted to have a new quarry just a couple kilometers from our place ( and just a kilometer from nearby village) . people pulled their efforts together and the quarry project was cancelled ( even though it was initially approved by the local authorities) . at the end we paid something like 120 Eur to a local attorney who represented us. so get help - it is possible to fight things like that. I believe that the reason for cancellation of our local project was purely environmental and also related to dome petroglyphs ( which I even had not known to exist )...
