The City of Helsinki has been considering a designated area for houseboats in Kipparlahti, Herttoniemenranta. Here’s their preliminary feasibility study on the subject, as a PDF (includes a single-page English summary but the Finnish text is much more comprehensive):

The website of the City of Helsinki gives the impression things are still at planning stage but the thought has not been abandoned.)

Seems there is strong opposition in Helsinki for such plans.
may be they( politicians or developers) want to try create precedent in some small city( as Ylojarvi) then to use it for promotion in Helsinki.?
I see historical and economical reasons for such floating houses in Amsterdam , Stockholm , Dubai and may be even in Helsinki .( all of them are sea(river)port capitals .)
But Ylojarvi is small city( a lot of space) and they want build floating houses on small(2kmx0.5km) Lake!
