The policy says that it is required to apply within two years after one gets a permanent residence. I have been living on A type residence permit for a bit over two years now but I don't have a permanent residence. Can I apply for license exchange?

It does NOT mention permanent residence permitA driving licence permit for exchanging a driving licence must be applied for within two years of the date on which the driving licence holder becomes permanently resident in Finland, however before the driving licence expires.

The english should be changed to permanent address in finland. Permanent resident which really is a Continuous residing address must have caught a few hundred people over the years.

The wording can certainly be misinterpreted. However, when you have an A permit, you are considered to be residing in Finland permanently so it seems that you are too late to do the exchange. I was not sure about this so I exchanged mine for a Finnish license before the 2 years was up and it went smoothly.
