Driving license exchange policy

The policy says that it is required to apply within two years after one gets a permanent residence. I have been living on A type residence permit for a bit over two years now but I don't have a permanent residence. Can I apply for license exchange?

The wording in English is
A driving licence permit for exchanging a driving licence must be applied for within two years of the date on which the driving licence holder becomes permanently resident in Finland, however before the driving licence expires.
It does NOT mention permanent residence permit
in Finnish:
vakinaisella asuinpaikalla paikkaa, jossa henkilö muuten kuin yliopistossa tai muussa oppilaitoksessa opiskelun vuoksi asuu tavanomaisesti eli vähintään 185 päivää kalenterivuosittain perhesuhteidensa ja ammatillisten siteidensä vuoksi tai ammatillisten siteiden puuttuessa perhesuhteidensa vuoksi, jos ne muodostavat kiinteän yhteyden hänen ja asuinpaikan välillä; jos henkilö asuu kahdessa tai useammassa valtiossa sen vuoksi, että hänen perhesuhteensa ja ammatilliset siteensä sijaitsevat eri paikoissa, vakinaisena asuinpaikkana pidetään hänen perhesuhteidensa perusteella määräytyvää paikkaa, jos hän palaa sinne säännöllisesti taikka asuu toisessa valtiossa määräaikaisen työtehtävän suorittamista varten;

The english should be changed to permanent address in finland. Permanent resident which really is a Continuous residing address must have caught a few hundred people over the years.

The wording can certainly be misinterpreted. However, when you have an A permit, you are considered to be residing in Finland permanently so it seems that you are too late to do the exchange. I was not sure about this so I exchanged mine for a Finnish license before the 2 years was up and it went smoothly.
