and yes it is a known fact that within the finnish banking system the nordea group scores relatively poorly in terms of customer service
when compared to its main competitors. ( hanken svenska handelshögskolan mkt research - 2012 n.d.r)
And that is the reason why they have been loosing so many customers in recent times.

Unconfirmed voices blame the poor service to the generally "older" staff working there when compared to
other finnish financial institutions.

Does it strictly apply here is perhaps matter of debate. In the S-Pankki court case it is essential as the relevant law (Act on Strong Electronic Identification and Electronic Signatures, section 17) explicitly puts the non-EU (or non-EEA) passports to different category.
For the passport control at the border knowing all worlds passports and recognizing fakes is their main business. It is not for the banks.
the news link has this as the opening line
A tribunal on Tuesday ordered the Finland Nordea Bank Ltd to pay EUR 5000 as fine on charge of discrimination in its customer service to a French national.

"Finland times" isn't perhaps the best possible news source... It was "uhkasakko", kind like a probational fine. "Stop doing this, or you have actually pay it" like thing.
Do you know about the supreme court case? it would be nice to know what happens there.
The only thing I know is the "Haettu muutosta" statement at the very end of the administrative court decision. It means the bank has appealed to the Supreme Administrative court which has not issued decision yet.

"Uhkasakko" is not something that the bank needs to pay straight away, or even ever. If a separate ruling would make it actually payable at a later date it would not be paid to the guy who was denied service. "Sakko" is not a compensation paid for the injured party but a penalty paid to the state.
