But some of the university Masters programmes which are taught in English are effectively 3+2 and it is my understanding that the Bachelors degree can be awarded even if the student doesn't complete the Masters. I might be wrong, but it's my understanding that the Bologna Process recommends this as the European framework.

I did Bite at haaga-helia. It was pretty much focused on software development. Spent 3 years learning Java and everyone I graduated with is a programmer now. If I was you I would check out Arcada also. You can study there in Swedish. I did 30 credits there too and if you can pass one of Dr Göran Pulkkis's C programming courses you'll earn my respect at least.
