Type PROCESSING TIMES on kamu chatbot and it will give you more info. Here, I took the liberty of screenshotting for you. So even if you arrive on tourist visa and apply rp here in finland, it's still the usual duration for citizenship application. It's only the longer duration if you arrived WITHOUT passport (which happens to many refugees) and/or your case is complicated in migri's POV.
Like I've also mentioned at least 2x, kamu chatbot seems to be the more up to date/less vague info out there compared to that migri link. And I was also basing it on what many have experienced IRL. I literally asked a lot of people about this.
If you are still in doubt, feel free to contact migri, just don't spread your wrong info here and making people who applied for rp inside finland panic just because you can't accept the fact that it's usually refugees who have the longer duration of processing times...

So you see, if the question was like this "residence permit or a national passport", easy to answer YES for people who came on tourist visa. But in fact, this "and/or" is confusing here, as you can read it "residence permit and a national passport", in that case NO. If you want to debate english grammar etc. again for your theory it shoud be written "residence permit or a national passport"... and just on the same page, use the form to check about residence permit, it will tell you 29 months... some refugees are coming here with permits as well, if you didn't know, they go to embassies in other countries and apply there
So, the answer for people on tourst visa is
"On average, processing this type of citizenship application takes 28 to 29 months. The counting of the processing time begins after you have visited the Finnish Immigration Service." It doesn't mean that they can get permission faster though.
