Yes and no. Some immediately, some after 2 years, some after working...
http://www.kela.fi
(and yes, it is confusing even for the ladies working there so you ask three times and submit an application and the answer is usually some excuse for no...)
Cheers, Hank W.

I am a Finnish citizen, moved back to Finland after several years abroad, brought along a hubby who got his Kela card and right to all benefits immediately after receiving his residence permit (which took 1 day to acquire in Prague) and coming to Finland. Even I had to apply to be taken back to Finnish social securty system at the time. That was several years ago but I don't think the system has changed that much. It may have something to do with the person's country of origin and how long they are eligible for social security there after moving out etc...

Why don't you call them up, then? You said you are a Finnish citizen. I don't see why you'd ask a bunch of foreigners instead of the government itself.

True.... I had to apply to be taken back as well. And it took quite a bit of time because somebody had marked me down as an 'entinen henkilö'... so basically I didn't exist :D until they literally brought me back to life again. Anyway, even if you're a Finnish citizen, it doesn't immediately give you or your next of kin the right to receive benefits. It also depends on how long you're actually staying here etc. Your best bet is to just get in contact with Kela, they tell you what applications and forms to fill in and then you wait for the decision. Normally before you apply for Kela benefits you should have registered in the city/municipality you're living in.

 The only way you'll get your answer is by contacting the Kela offices, since it's their 'function' and the ulkoministeriö doesn't deal with social benefits of Finnish citizens or residents. Or contact the Finnish embassy in your country for instructions.
