laskettava is from laskea, with olisi means would have to count? or is it from laskettaa, but olisi laskettava makes no sense?
what is the meaning of 0,5 promillesta 0,2 promilleen?

Well, laskea has more than one meaning:

1) count, calculate

2) lower, reduce

And in that sentence it is 2).

In that sentence it could just as well say "alentaa".

The sentence means that acceptable per mille amount of alcohol in driver´s blood should be lowered from 0,5 to 0.2.

My question is why "Näihin ehdotuksiin" in illative, "tehtävänä" in essive and "parantamiseksi" in translative, well I have problem using essive and translative, I would be appreciated if sb could explain it to me.

Lätkä is just colloquial for a small sign. It was called "lätkä" (and not "merkki") when it was still in use.

Enimmäisnopeus is maximum speed. Speed limit is nopeusrajoitus.
