It depends on Finnish immigration policy. Unlegal immigration from Russia is almost 0.

Manly from the North-West of Russia, those who is related to Finland somehow, inkeri for example. Perhaps people in Moscow consider Finland to be a remote forest country, not truly european state. But who is better? Tatars from Volga, Chechens from Caucasus or Jews? Just wonder...
